Renaming proposal[edit]

Maryland budget data[edit]
A prior author had misread the 2009 budget document. The amounts given are in thousands of dollars. I have corrected this as well as changed the history to reflect the competition for federal demonstration funding rather than the Olympics being the original impetus for the project.
